ESSENTIAL DUTIES AND RESPONSIBILITIES:
The Community Development Department is the planning agency for the City of Cambridge. Our mission is to foster a livable, sustainable, just, and equitable community. We work to enhance the character and diversity of the city's neighborhoods, preserve, and increase affordable housing, create, and promote accessible and sustainable mobility, build environmental resilience, and support sustainable economic growth. Through these initiatives, we strive to enrich the lives of residents, expand their opportunities, and contribute to a healthy urban environment. Within the Community Development Department, the 13-member Environmental and Transportation Planning Division leads efforts to plan for and implement sustainable solutions for the Cambridge transportation system and built environment.
In 2015, the Cambridge City Council adopted the Net Zero Action Plan after a nearly two-year stakeholder-driven process to formulate a comprehensive roadmap to phasing out GHG emissions from buildings throughout the community, with the goal of achieving net zero emissions by 2050. Under the supervision of the Climate Program Manager, the Sustainability Planner will be responsible for supporting initiates to reduce GHG emissions from buildings in Cambridge. Core functions are outlined below.
Primary responsibilities include:
- Oversee a building energy retrofit program to provide resources and technical support for comprehensive energy upgrades of large buildings in Cambridge, including maintenance of a resource hub website and creation of appropriate materials, contributions to outreach and education of building owners, tracking of program outcomes, and management of regular program check-ins with utility partners and steering committee.
- Utilize building energy and GHG data from multiple sources to track program impacts and convey key lessons to property owners and members of the public, and to inform related climate strategies including the Community GHG Inventory, Net Zero Action Plan, and Climate Action Plan.
- Administer implementation of regulations for large buildings in Cambridge, including annual stakeholder communications, data collection and reporting, and enforcement along with oversight of a technical help desk service run by consultants.
- Manage a consultant contract for the implementation and maintenance of an Integrated Data and Communication Management Platform to support regulated buildings, including work with existing staff, consultants and Cambridge IT to implement a 3rd party provided relational database and CRM platform, and oversight of ongoing operation, maintenance, and adaptation of the integrated data platform to meet current and future building needs.
- Support development and implementation of GHG performance requirements for large buildings in Cambridge including stakeholder and regulatory process support, creation of stakeholder resources and communications, and integration of compliance into the existing regulatory cycle.
- Perform related duties as required to support creative and effective approaches to reducing GHG emissions from buildings in Cambridge while promoting public health and equity.

- A Bachelor's degree from an accredited university in a related field (energy policy or engineering, planning, data management, etc.) and 7 years of experience, or equivalent combination of education, training, and experience. A Master's degree in a related field may be substituted for 2 years of experience.
- Familiarity with building energy efficiency technologies and policies
- Exceptional organizational skills, attention to detail, and a passion for accuracy.
- Client or stakeholder communication experience, including management of compliance scenarios and ability to work with dissatisfied clients or stakeholders.
- Strong data collection and management skills, with use of tools including Excel, relational databases, CRM, GIS, and/or additional data collection and analysis methods.
- Experience managing contractors to support database development, data collection, analysis, and/or technical support.
- Self-starter with demonstrated ability to carry complex projects from concept to implementation, use creative thinking to solve problems, and work in a fast-paced environment.
- The City of Cambridge's workforce, like the community it serves, is diverse; Applicants must have the ability to work and interact effectively with individuals and groups with a variety of identities, cultures, backgrounds, and ideologies.
- Experience with collecting or processing building energy information, such as energy audits, performance indicators, and energy conservation measures.
- Familiarity with building energy benchmarking and disclosure programs.
- Experience using DOE and EPA tools for building energy use data collection and management (Portfolio Manager, Asset Score Tool, SEED, CBECS, Better Buildings Performance Database etc.).

WORK ENVIRONMENT: The Cambridge City Hall Annex at 344 Broadway is home to the Community Development Department, midway between Central and Inman Squares in the heart of Cambridge. Indoor work is conducted primarily in a semi/private office environment with fluorescent lighting, air conditioning, computers, and other standard office equipment. RATE: $79,169 - $105,109 annually + excellent benefits
